Phil Goodwin makes a fair point: if the performance of the new highways company were based on comparisons against road traffic forecasts that were too high, its perceived performance (in terms of traffic conditions) would be better than it really is (‘The tricky business of measuring performance’ LTT 11 Jul). 

But that does not necessarily mean that the public “would be paying for roads we don’t need”. Even with less growth than forecast, the road investments...
