Network Rail is to be reclassified as a central government body from September 2014, with its £30bn debt appearing on the Government’s balance sheet.
Transport secretary Patrick McLoughlin this week insisted that NR’s investment programme would be unaffected by the change, which was announced by the Office for National Statistics following the imposition of new and more stringent guidance tests.
