Ferrovial Services, owner of Amey, is to buy Enterprise for £385m, doubling the size of its UK services business.
The proposed acquisition, which needs to be approved by the European Commission, would see Enterprise integrated into Amey in a move Ferrovial said would save £40 million due to synergies in the two businesses.
