When it comes to comments about traffic management then for the last couple of decades Jeremy Clarkson has clearly, in his own favourite phraseology, been living on the planet Tharg.

The case in point, from Saturday’s Sun, is his reasoning that town centres are dying because of the waiting restrictions that have been introduced by local authorities.
