Dundee City Council wants the Scottish Government to include a commitment to a major improvement on the A90 in the forthcoming National Planning Framework 3.
The A90 trunk road passes through the city, linking Central Scotland with the North East of Scotland. The council says the long-distance traffic mixing with local traffic creates congestion problems, particularly at three junctions.
