A local authority-owned bond agency that would finance transport and other infrastructure is unlikely to be established in the near future, the Local Government Association has admitted.
The LGA began investigating bond financing for infrastructure after the Government raised the interest rate for borrowing from the Public Works Loans Board – the main source of finance for local authorities – in 2010.
