Carter gets down to business to keep Kent’s transport on the move

Ministers want councils to be more business-friendly but what does that mean for transport policy? Andrew Forster went to meet businessman and Kent County Council leader Paul Carter to find out

Local Authorities are sometimes criticised for failing to understand the needs of business but that charge would be hard to level at Kent under Paul Carter’s leadership. Carter, the council’s Conservative leader since October 2005, has spent considerably longer – 33 years – in the construction industry and now runs a number of property, construction and retail businesses in central London.
