Parking enforcement in the Wirral is to be reduced under a new contract signed between the council and contractor NSL Services. NSL currently holds the enforcement contract and has just been awarded a new five-year contract with a possible two-year extension. The new contract features reduced enforcement activity. The council said this reflected the reduced volume of Penalty Charge Notices (PCN) being issued, which has fallen from a peak of over 50,000 in 2005/06 to just over 35,300 in 2009/10....
