Clash over value of in-house delivery teams

ADEPT vice-president Matthew Lugg has predicted more outsourcing of council transport staff.

Lugg said that, while around 40% of councils had in-house delivery provided by direct labour organisations, “that will be difficult to sustain”. He told the conference: “In some areas [in-house delivery] can still be shown to be value for money, particularly if wrapped up with other services. But there will be pressure on the viability of direct labour organisations.”
