Edinburgh approves CO2 based parking plans

Edinburgh is to become the first local authority in Scotland to introduce an emissions-based parking system for residential parking permits. But the council was this week criticised for claiming that, as well as cutting carbon dioxide emissions, the policy will deliver health benefits for local people.
