Child cycle casualty statistics should be a source of pride - not despair

I am not a school travel planner, nor a transport consultant - just an ordinary member of Joe Public and so I might be completely off the mark with what I am about to say, and if so I apologise in advance.

I have just read Sian Thornthwaite's article about school travel journeys. In this article it states that 54 children were killed or seriously injured last year from cycling to school and that there were 67,200,000 trips made by this mode.
