A new transport policy document from the Liberal Democrats strongly backs a significant expansion of the UK's rail network that would be partly funded by the introduction of a road user charging scheme for freight vehicles.
"It is clear that rail urgently needs capital spending," the policy document, Towards carbon free transport, says. "Our solution is to charge for the use of main roads by freight and invest the proceeds in new infrastructure."
