Trams, cars and the process of gentrification

In the traffic forecasting tradition the biggest determinant of traffic growth is car ownership growth and the biggest determinant of car ownership growth is income growth and income growth is a good thing. The idea that people - some people - might choose to have high incomes but not cars has been, at most, a quirky footnote.
