Local authorities and business leaders have voiced their opposition to the Scottish Executive's plan to extend Strategic Environmental Assessment to strategies as well as plans and programmes (LTT 17 Mar).
The Environment Assessment (Scotland) Bill will revoke the existing Environmental assessment of plans and programmes (Scotland) regulations 2004, which applied the European SEA directive to the UK.
