Express toll lanes - big in the US, so why weren't they considered in Cambridgeshire?

The first automated toll lanes opened in 1995 in the median of State Route 91 east of Los Angeles. These additional lanes were designed to accommodate High-Occupancy Vehicles (HOVs) at no charge and toll-paying vehicles equipped for electronic road pricing. They are called HOT (High-Occupancy or Toll) Lanes.
