It is time for public authorities to talk in terms of compliance rather than enforcement

Are we spending too much time focussing on enforcement, and perhaps holding the wrong end of the stick? Perhaps a better analogy is to think about compliance and enforcement being two sides of the same coin. But when we toss it up, which face comes down?
