Foreign embassies based in London owe almost £110m in unpaid Congestion Charge penalties. The £109,955,525 debt stretches back to the road user charging scheme’s launch in 2003.
Some embassies incur PCNs on diplomatic vehicles because they define the congestion charge as a local tax, from which they are exempt.
Transport for London (TfL), which operates the Congestion Charge, disagrees with this definition.
