Benefits of A1 scheme unclear as forecasting proves inadequate

National Highways has revealed that it was unable to measure the journey time benefits of a completed road scheme, or monetise the safety benefits, because of inadequate forecasting data. It had to refer to the scheme’s environmental statement, but this contained only forecasts produced for the “optimistic” scenario for the A1 improvement between Dishforth and Leeming.
