Scottish equivalent of COBA. Undertakes economic evaluations of road improvement schemes using fixed trip matrix analysis.
Compares costs of providing road scheme with benefits derived by users in terms of travel time, vehicle operating costs and accident savings. Can be used to undertake accident analysis for variable trip matrix appraisals.
