A growth in rail patronage is a good thing, isn’t it? Intuitively, the answer to this question must be “yes”, but I am not so sure.

My concern is that one of the by-products of rail growth is, potentially, an unacceptable impact on the local community surrounding a station. If the anticipated 30% growth in patronage was accompanied by a 30% increase in the volume of cars accessing the station, the congestion impacts and inevitable pressure on station car parks would be...
