Mawhinney launches a Great Transport Debate to try and develop a consensus on a way forward for transport policy. “It was a brilliant excuse not to do anything,” says Edmund King, by then the RAC Foundation’s executive director. “I went to some of those meetings and, God, was I bored rigid.” Environmentalists are happier, because Mawhinney brings them into policy discussions.
