Following his decision to scrap road building options in the capital (see page 9), transport secretary Cecil Parkinson announces a 300-mile Red Route network, co-ordinated by a Traffic Director for London, on which parking, stopping and unloading or loading are to be heavily restricted. Fearing the creation of a big new bureaucracy, Margaret Thatcher stipulates that the Traffic Director should employ no more than 12 staff.
