'Higher fines and better driver education would cut enforcement surplus'

Increasing the cost of penalty charge notices and educating drivers would bring down the surplus generated by traffic enforcement, councils have told a study carried out for the DfT. The analysis, by National Centre for Social Research,  found that all local authority respondents disagreed that their ability to generate surplus from traffic contraventions should be restricted.
