This film is the latest in the wave of American political documentary movies and is a surprisingly gripping must-see for transport planners and anyone else interested in finding out more about how today's world works.

It tells the story of California's 1990 'Zero Emissions Mandate', a regulation designed to address Los Angeles' chronic smog problem. It required 2% of all cars sold in the state to have zero emissions by 1998.
