Many of England’s smart motorway schemes are poor value for money, evaluation reports from National Highways reveal.

Analysis by the AA of National Highways’ 16 Post Opening Project Evaluation (POPE) reports shows that many smart motorway schemes are bad for the economy, or barely providing any economic benefit.
