Rother District Council is set to make 20mph the speed limit on all roads being built in new housing developments.
At a full council meeting, the East Sussex authority unanimously agreed to consult on the road safety plan.
The council says that slower vehicle speeds would: significantly reduce the severity of accidents; encourage active travel in a secure environment; and enhance community cohesion and individual wellbeing.
