‘Technology more likely to change driver behaviour than higher fines’

Deploying technology-based enforcement to detect drivers that use mobile phones and do not wear seatbelts is more likely to change behaviour than imposing higher fines, states a new report by the Parliamentary Advisory Council for Transport Safety (PACTS).

The charity says that deterrence depends more on certainty of detection than on penalty severity. For this reason, “visible, fair, well-explained technology-based approaches” can change driver behaviour, the report states.
