The DfT has appointed its Director of Strategic Roads and Local Projects Kate Cohen to oversee £10bn Lower Thames Crossing (LTC) project. As the Senior Responsible Owner (SRO), she will be tasked with providing high-level oversight while delivery continues under National Highways.
Cohen has worked at the DfT for nearly nine years. Prior to that she spent four years as Project Director at the Infrastructure and Projects Authority (IPA).
In her new role she will act as a key liaison with the Treasury and support National Highways in managing the project.
Nick Harris, chief executive of National Highways, told Highways magazine: “Contrary to some recent reports, the LTC remains with National Highways for delivery. The DfT’s appointment of Kate as SRO recognises the scale of the project and ensures focused oversight. We have collaborated closely with her across the portfolio, and her expertise in major projects makes her an excellent fit for this role.”
Earlier reports suggested that the DfT would take financial control of the scheme following criticism from Chancellor Rachel Reeves over delays and rising project costs, including environmental issues affecting local wildlife.
The Guardian reported earlier this month that it had seen internal consultation documents, which said the costs of the LTC would be overseen by the DfT, leaving National Highways to “focus on managing, maintaining and renewing the network”.
Nick Harris said that National Highways remains responsible for project delivery, while the DfT’s oversight aims to ensure close coordination between departments.
