Value for money assessments and the role of Benefit Cost Ratios in transport appraisal are not well understood, and thus used - especially by politicians, senior leadership teams in local government and project officers, a new Transport Planning Society policy paper agrees.
It sees a significant opportunity for the Treasury’s recent Green Book review, which made a similar point, to trigger beneficial changes in transport appraisal principles and practice.
