Smart Motorways programme ‘too dependent on technology’

The now discredited smart motorways programme, which was once a core National Highways idea, is an example of over-reliance on technology, suggests the draft RIS3.

The draft offers stopped vehicle detection as an example of where insights can be gained.

The National Highways’ National Emergency Area Retrofit programme (NEAR) was a £390m project to add over 150 emergency refuge areas to smart motorways in England, completed in March 2025.
