TfL Board brings in three new members

13 June 2025

The Mayor of London, Sir Sadiq Khan, has announced further appointments to the Transport for London (TfL) Board, which underwent personnel changes last year. The TfL Board provides stewardship and oversight for TfL’s delivery of the Mayor’s Transport Strategy and approves TfL’s budget, business plan, annual report and other major and strategic issues and policies.

Khan has appointed three new members, who will serve up to September 2028. Following a nomination from the Trades Union Congress, the Mayor has appointed Jim Kelly to represent workers, from 2 June 2025.

Kelly has been a licenced London taxi driver since 1987. He has held the position of Chair of London & Eastern Unite the union for 14 years. He has also been an elected member of the London Eastern & Southeast TUC Executive Council for over eight years, including holding the office of President during that time. He has been involved in campaigns alongside Unite bus representatives organising for better working conditions for London's bus workers and campaigns to support London taxi drivers.

New TfL Board member Carolyn Dwyer is an experienced local government leader with a background in property development, urban regeneration, and financial oversight. She has worked at several London boroughs and has been directly involved in major regeneration projects, including the Vauxhall Nine Elms and Battersea development and the London Cancer Hub in Sutton.

She has been responsible for securing investment and developing funding models that integrate transport improvements with commercial development.

The third new Board member is Mike O’Donnell, who was the CEO of London CIV, the pension pool for the London Boroughs and the City of London, until 2022. Prior to that, he held senior finance positions, including Executive Director Resources at the London Borough of Camden, where he led major financial planning, estate rationalisation, and budgetary reform. His experience also includes senior interim financial oversight roles at Birmingham City Council and the London Borough of Newham.

Changes were made to the TfL Board in September 2024, which included the reappointment of the Mayor as Chair and the Deputy Mayor for Transport, Seb Dance, as Deputy Chair. Seven new members were appointed for four years, and seven existing Members were reappointed for different periods.

Professor Greg Clark CBE and Anne McMeel are due to step down in July 2025 after serving over eight years on the Board.

Sadiq Khan said: “The three new members have a wide range of experience in the public and private sectors which will build upon the delivery and expertise of the Board I appointed in September 2024.”
