Welsh bus franchising legislation finally tabled before Senedd

After years of delay, the Welsh Government has introduced its Bus Services (Wales) Bill to the Senedd. If passed, it will go further than the equivalent legislation in England and Scotland in that it will require franchising in every area of Wales. It will make no provision for alternatives such as Enhanced Bus Partnerships.
