Transport appraisal guidance is to be updated to “ensure that it properly considers socio- economic outcomes” Louise Haigh told the Transport Committee. The current system does not recognise that £1 is worth more to those on lower incomes than those on higher, she said. “As per the Treasury Green Book, we want to make sure that our appraisal guidance properly values costs and benefits to people on different incomes.”
