A new rail link connecting the Midlands and Northwest could raise up to £24bn in revenue for the Exchequer every year, new analysis suggests. The review was carried out for Andy Burnham and Richard Parker, the Mayors of Greater Manchester and the West Midlands, by a private sector consortium chaired by rail industry expert Sir David Higgins, led by Arup, and supported by a private sector consortium including Arcadis, Addleshaw Goddard, EY, Dragados, Mace and Skanska.
