Motorists regard the time spent in congested conditions as being twice as burdensome as in free-flow conditions, according to research conducted for the rail industry. The study, by Steer Davies Gleave, raises issues about the value of time used in scheme appraisal both for congestion relieving road projects and investment in alternative modes.
