The Government’s recent pro-motorist rhetoric and its plans to “put the brakes on” low-emission zones are hindering the efforts of councils in England to raise air quality, says a new report from the think tank IPPR.
Councillors say they don’t have the budgets, powers or resources to make impactful change, the IPPR found.
It also highlights a lack of knowledge of the problems caused by poor quality air among the public, but a desire to understand the issue better.
