ORR cites public finances to reject open access rail service

The Office of Rail and Road (ORR) has rejected a proposed open access passenger rail service between south Wales and London on the grounds that it would worsen the public finances at a time when rail subsidy has shot up because of Covid-19.

Grand Union Trains (GUT)  applied to the ORR to operate seven trains a day each way beginning this December. The initial service would connect Cardiff Central and London Paddington, calling at Newport, Severn Tunnel Junction and Bristol Parkway. GUT...
