Greater Manchester mayor Andy Burnham is pressing ahead with his plan to introduce bus franchising as the industry grapples with the Covid-19 pandemic. 

Burnham had been due to take a final decision on his franchising plan this spring but the pandemic forced the decision to be postponed. Since then, Transport for Greater Manchester (TfGM) has reviewed how the virus affects its original franchising assessment. Its conclusion is that the case for franchising remains strong.
