The Government rejected calls from both the opposition parties and its own backbenchers to pass amendments that would establish national standards for speed awareness courses and also allow money raised by fixed penalty notices issued to speeding drivers to be used to fund such courses during the Road Safety Bill's Third Reading debate in the House of Commons.
