Tories pledge big road & rail spend and further devolution

The Conservatives are the only major political party to pledge a big road building programme if they win the General Election.  

The party’s manifesto also makes a promise to build the first part of the Northern Powerhouse Rail project but is non-committal on HS2 (see story below). It is also strikingly less pre-occupied with climate change than the manifestos from Labour and the Liberal Democrats, with the topic only discussed near the end of the document.
