‘Franchising will cost taxpayers millions’

Greater Manchester mayor Andy Burnham’s plan for bus franchising will result in higher costs for taxpayers, says a report for the conurbation’s bus operators. 

The OneBus collective of operators commissioned the TAS Partnership to assess the cost implications of a franchise model.
