London-Cardiff open access rail proposal criticised by DfT

The DfT and the operator of the Wales and Borders franchise have criticised plans for an open access rail service between London Paddington and Cardiff Central. 

Grand Union Trains wants to run an hourly service between the cities, calling at Bristol Parkway, Severn Tunnel Junction and Newport. Subject to approval by the Office of Rail and Road,  the company says services could commence in December 2020.
