The Welsh Local Government Association (WLGA) has suggested that a national bus operator of last resort could be established in Wales, to step in where there is no viable commercial market for bus operations.

In its recent Improving public transport White Paper, the Welsh Government proposed giving local authorities powers to establish new municipal bus companies (LTT 14 Dec 18).
