Distance exemption gives community transport a lifeline from PSV rules

The DFt is to exempt short distance community transport services from having to hold a public service vehicle (PSV) licence as part of reforms to the rules governing community transport operations. 

The reforms have been prompted by complaints from independent bus operators that the Section 19 and 22 permit systems, under which community transport organisations operate, are incompatible with the EU Regulation 1071/2009 on operator licensing.
