Reopening the railway between Aberystwyth and Carmarthen via Lampeter would have a benefit to cost ratio of 0.43, says a study commissioned by the Transport for Wales.
Consultant Mott MacDonald estimates the construction cost for an hourly rail service at £775m, including an optimism bias uplift of £276m.
It says the service could attract up to 370,000 trips in its first year of operation, assumed to be 2024, rising to 489,000 in 2037.
