The DfT is updating the values used for appraising the agglomeration impacts of transport investments.
Agglomeration is the relationship between how well connected an area is and how productive its workers are. The DfT developed a method for incorporating agglomeration impacts into appraisal in 2009/10 but says that “in recent years there has been increasing criticism about the quality and scope of the evidence”.
