Major reforms to taxi and private hire legislation in England are recommended in a review commissioned by the DfT.
Proposals include giving councils powers to cap the number of taxis and PHVs, and new statutory definitions of ‘plying for hire’ and ‘pre-booked’ in recognition that app-based services such as Uber have blurred the lines.
