The Office of Rail and Road plans to grant extra licences to a second DfT rail operator of last resort (OLR), which a union says is being prepared to take over the troubled GTR rail franchise.
OLR2 Ltd is being granted licences to operate rail stations, light maintenance depots and non–passenger trains. It already holds a passenger licence.
