In your excellent article regarding mayor Andy Street’s transport plans for the West Midlands (‘Streetwise: West Mids mayor sets transport plans in motion’ LTT 02 Mar), you refer to the Bus Alliance signed by the authorities with National Express, just one of several bus companies operating in the West Midlands.  

What is the legal basis for this? A ‘Bus Alliance’ is not a phrase used by the Bus Services Act 2017 or any of its predecessor legislation going...
