The Bus Services Act 2017 gives mayoral combined authorities automatic access to franchising powers. 

Elsewhere, a two-step process to access the powers applies. In step one, the Government will make regulations to provide a category of authority with the power to be a franchising authority – such as combined authorities without an elected mayor, county councils, or the different types of unitary authority.
